2011-11-15 (China Military News cited from xinhuanet.com and by Li Hongmei) -- The forthcoming 19th ASEAN summit to be held in Bali, Indonesia seems more noteworthy than before, as it will see the formal entry of the United States and Russia into the East Asia summit grouping.
Also, leaders of ASEAN countries, its dialogue partners Australia, China, India, Japan, New Zealand, Republic of Korea and United Nations Secretary-General Ban Ki Moon will be converging at the 19th ASEAN Summit and related Summits from Nov. 17 to 19.
In addition, “Initiatives” aimed at settling the South China Sea issue will be offered by the Philippine President Aquino III, as released by its Foreign Affairs Undersecretary.
Actually, it is no key highlight to the world, in that the Philippines, even at the 18th ASEAN Summit, proposed to establish a Zone of Peace, Freedom, Friendship, and Cooperation (ZoPFF/C) that seeks to segregate the disputed South China Sea islands from the undisputed parts to put an end to “military intrusions” in the region.
It is also no surprise at all why the Philippine will reignite the so-called South China Sea proposal in the name of regional tranquility, since the “Pacific President” Barack Obama would show up at the upcoming Bali Summit, he would much like to see any gesture to echo Washington’s “Return to Asia” strategy.
To his delight, his Asian allies, including the Philippines, could stir up a “group brawl” fighting China, which has seen a visible rise in terms of strength and influence in a region that Washington reaches out to incorporate into “its interests”.
In the meantime, ASEAN will also celebrate the 20th anniversary of its ties with China during the 19th Summit of ASEAN's leaders and their discussions with dialogue partners. It is virtually an old game ASEAN countries never tire of playing-- Look to both China and the U.S. to magnify benefits.
That said, the timing the Philippines chose to toss out the South China Sea proposal is just to keep pace with the U.S. Pacific-Asian strategies. This serves as a reminder that in 1998, immediately after it signed troops’ visiting agreement with the U.S., the Philippines took occupation of the Huangyan Island, the only island surfacing from water among the Zhongsha Isalnds; When a military drill pact was signed in 2002 with the U.S., the Philippines hurriedly moved its so-called City Of Cara Rock to the Nansha Islands.
Now that Obama is scheduled to appear at the ASEAN Summit, the Philippines will embrace the “golden chance” to get back at China, again churning up the South China Sea.
Regardless, if the Philippines insists the ASEAN Summit should be “a chance” to vociferously spell out its intention, it would miscalculate the reality as it is. Any discerning observers would say the move to involve the U.S. in the regional disputes is no wise choice, as it would probably complicate the situation and put sand in the wheels of unraveling the issue.

Taiwan has never attacked China. The last battle between China and Taiwan, China had the Dachen Archipelago confiscated from them.
The most recent threat was for calls of independence. But now Chen Shui Bian has been put in jail for a 20 yr prison sentence.
Just very recently, North Korea had sunk a South Korean warship. But no similar military response was ever made.

There is no political will for any of the Asian countries to go to war with each other. But small countries like Philippine is willing to use external influence like the U.S to test China's bottom line. If they gone too far, then they'll back off. Vice versa for China using her might on these small countries.
The U.S who wants to create a win-win situation for itself, constantly use this delicate situation to stir up animosities between Asian countries and create this illusion that only the U.S can bring peace and harmony. There is no way for U.S to stop the Brits, French and the Germans to create the EU to compete with U.S, but there are plenty of ways to disrupt a coherent Asian community from ever forming.
In the late 90s, Hong Kong was the only free-market to avoid the Asian economic crisis thx to the strong backing of China. Now days, China has deeper tie with all of Asian countries surpassing the U.S. While the U.S and entire West struggles to turn around their free failing society. Asia is getting a free ride with a strong Chinese economy on their back. Countries like Philippine, Vietnam and all way to Brazil have been avoiding collapses of their economy because of hungry Chinese demand for their exports. Western influence in Asian politics will keep diminishing and in a decade or more, the U.S telling what to do to Asian countries will be nothing but a joke.

Japan arrest of a Chinese fishing captain within the 12-nautical-mile territorial sea surrounding the Diaoyu Islands has again inflamed relations between the two great East Asian powers.
China claim to the Diaoyu Islands is based on the "discovery" of unclaimed territory and derives from a range of Chinese governmental contacts and references going back to 1372.
Japan claim is also based on the "discovery" of supposedly unclaimed territory, despite the fact that official Japanese documents, several of which were unearthed by Taiwan scholar Han-yi Shaw, demonstrate that the Japanese government was well aware of China historic claim when it began to take an interest in the islets in 1885.
During the subsequent decade, contrary to the assertions now made by Japan, its officials not only failed to complete surveys of the islets necessary to confirm their alleged unclaimed status, but also recognised that the matter "would need to involve negotiations with Qing China".
To avoid China suspicion, Japan chose to conceal its intention to occupy the islets "until a more appropriate time". That time came in January 1895, when Japan by then on its way to defeating China in their 1894 war, adopted a Cabinet decision that the islets were Japanese territory. Yet even that Cabinet decision was not made public until after the second world war.
Moreover, if the US were to become an impartial mediator, it would have to note that Japan claim to sovereignty over the islets is based on a distorted version of late 19th century history that does not pass the international smell test.
It is time for Japan to reassess its views on the international law of the sea. Those of its views that are plainly irresponsible only discredit others that deserve serious consideration.
Perhaps most insulting to the world community is its claim that the rock called Okinotorishima that constitutes Japan southernmost "land", a reef system with land at high tide no larger than a king-sized bed, is entitled to an EEZ and continental shelf.
