2011-12-27 (China Military News cited from Xinhuanet and by Doug Bandow) -- Washington uses the "China threat" as an excuse to maintain excessive military spending so it can continue its hegemony.
The confused policy of "congagement" - mixing containment and engagement - has increasingly characterized the US approach to China. Americans want the benefit of trade and support for international initiatives, but fear a wealthier and more assertive Beijing pursuing its own interests. The result is more than the usual incoherence from Washington.
Disagreements among otherwise friendly states are not uncommon - just look at the United States and European countries. However, the trans-Atlantic relationship is rooted in cooperation. There is no military competition, no troop deployments linked to European foreign policy, no Pentagon reports on Europe's threatening military.
Washington's view of China's security policy and military developments is very different. The Department of Defense publishes an annual report on the Chinese military, the very existence of which implies that China is a potential threat. And the report is casually waved as evidence of the need for the US to maintain its extraordinary military outlays - roughly as much as the rest of the world combined.
But not just continued spending on personnel and weapons. Also the deployment of those forces far from the US and close to China, like in Australia. Over the years the US has perceived other potential enemies in Asia - Japan, the Democratic People's Republic of Korea (DPRK) and Russia - and developed alliances accordingly. Now the first is a close ally, the second is an impoverished nation, and the third poses no threat and is focused westward. Maintaining, indeed strengthening, existing alliances today has only one purpose, to contain China.Of course, US policymakers spend much effort denying the obvious, that the US is preparing for potential war with China. But such assurances cannot be taken seriously, as Sun Zhe of Tsinghua University says, "If you say [US aircraft carriers and nuclear submarines] are only targeting the DPRK, nobody will believe it." Of course, conflict is not Washington's objective. The hope is that the US military power will continue to overawe Beijing. However, that means US administrations are devoting much effort and resources to preserving American military superiority and limiting potential Chinese activity.
That's a plausible strategy for a nation with a vast technological and economic edge. But Washington is attempting to maintain a de facto empire on borrowed money while its creditors are at its door. With a 15 trillion U.S. dollars national debt and roughly 200 trillion U.S. dollars in other obligations and unfunded liabilities, the US government will find it impossible to continue playing global policeman.
The bigger problem, however, is the reaction that Washington's policy causes in Beijing. What the US views as selflessly defending friends and maintaining the global commons, the Chinese view as selfishly promoting US interests and threatening their homeland. The obvious response, a military build-up, is precisely what is detailed in the Pentagon report, the Annual Report to Congress: Military and Security Developments Involving the People's Republic of China 2011.
Documented is a slowly changing balance of power. For instance, the Pentagon concluded that, "China's modernized military could be put to use in ways that increase China's ability to gain diplomatic advantage or resolve disputes in its favor." This is undoubtedly true. But so what? Washington uses its dominant military in precisely this way virtually every week, if not more often.

•No one really knows what the law is in China. The only law which seems to be enforced is when a citizen is charged with “subversion of state power” for…speaking… or…being at the wrong place or the wrong time.
•The MEDIA is run by the government (with only a few exceptions)… .
•Caps on freedom of speech include: you can suggest that territories which the governing party claims (like Tibet and Taiwan) should be independent; criticizing the ruling Communist party; mentioning democracy in a good light; intense monitoring of publications and internet posts- with severe punishments.
•Speaking of Internet, China got Yahoo, Google, and MSN to ban certain words to come up in search engines…such as “DEMOCRACY”. Skype filters such words as well. Some internet sites are totally blocked.
•Want to apply for a protest permit at a particular park? Don’t be surprised if you get sentenced to “re-education through labor” instead of getting your permit.
•Movement is restricted by the bureaucracy. If you have a “rural” working permit, don’t be seen trying to work in a “urban” district. This creates a second class citizen scenario. Peasants are non-persons in urban areas.
•Repressive Chinese factories- whatever the boss says goes. Period. He (never a she) sets your hours, pay, and discipline. Caught talking to a girl? No pay for a month.
•Communist party members must officially be atheists. All religions must register with the government. Religious leaders get chosen. Content gets censored. No living Buddha may be reincarnated without government approval. There is a “Pachen Lama”- a fake monk leader- who serves as the mouthpiece for Red China.
•There is no due process. The police round people up and imprison protesters or enemies of the state. IF there is a trial, many judges are corrupt, paid off, or afraid. Forced labor, torture, and forced confessions exist.
•“For a prosperous, powerful nation and a happy family, please use birth planning.” There is a ONE-CHILD policy. How do they enforce it? Jail-time, forced abortions, and sterilization, of course. Some say even killing. This policy is somewhat relaxed in certain urban areas.
•CRIMES PUNISHABLE BY DEATH: Tax fraud and 60+ more.
•Ethic minorities living in China? They are discriminated against and are “non-persons” even though the”Chinese constitution” says “All nationalities in the People’s Republic of China are equal”.
•Workers can’t form their own unions, they can just join State-run unions.
•Postal mail and e-mails are sometimes…delayed. Internet chat rooms? Blogs? Watched.
•North Korean refugees? They wind up as forced prostitutes.
•Farmers have their land seized.
•Citizens have their apartments demolished.
•Defense lawyers are monitored, and some are beaten.

•Analysis: If we line up the 14 sources which claim to be complete, the median falls in the 45.75 to 52.5 million range, so you probably can't go wrong picking a final number from this neighborhood. Depending on how you want to count some of the incomplete estimates (such as Becker and Meisner) and whether to count a source twice (or thrice, as with Walker) if it's referenced by two different authorities, you can slide the median up and down the scale by many millions. Keep in mind, however, that official Chinese records are hidden from scrutiny, so most of these numbers are pure guesses. It's pointless to get attached to any one of them, because the real number could easily be half or twice any number here.
•Perhaps a better way of estimating would be to add up the individual components. The medians here are: ◦Purges, etc. during the first few years: 2M (10 estimates)
◦Great Leap Forward: 31-33M (14 estimates)
◦Cultural Revolution: 1M (13 estimates)
◦Ethnic Minorities, primarily Tibetans: 750-900T (8 estimates, see below)
◦Labor Camps: 20M (5 estimates)
◦This produces a total of some 54,750,000 to 56,900,000 deaths. The weak link in this calculation is in the Labor Camp numbers for which we only have 5 estimates.
•Notice that many early body counts (such as Walker) completely miss the famine during the Great Leap Forward, which was largely unknown in the west until around 1980. There are two contradictory ways to assess those early estimates which ignore the famine: 1."If these are the numbers that they came up with without the famine, imagine how high the true number will be once you add the famine deaths."
2."Can we trust any of these numbers? After all, if they missed such a huge famine, they can't have known very much about what was going on inside China."
•... so this line of reasoning will get us nowhere. In fact, the median of the 7 estimate that predate 1980 is 45.7M, which is almost the same as the median of the 7 estimates that post-date 1980 -- 58M. (At this scale, a 12M difference counts as "almost the same".)

The killing of the American Indians was a terrible thing,I for one would rather have died then take part in the slaughter of them.Most Americans would probably agree with me on this. Americans from that period of time are not the same as my generation,so there is no comparison. We have a very short history when it comes to other nations,so we are are still learning from our mistakes, from generation to generation,at least most of us try.
I am glad to see some of the Chineese people being pulled out of poverty in a long history of dispare,there is much more work to be done,hopefully one day,most of the population will have a taste,,but that will never happen with the communist party in place.

Oh comon. Thats just propaganda. In reality, the population of China in 1949 was around 400 million. By the time Mao had finished his career. The Chinese population was over 1 billion. In contrast, the entire north american continent was wiped out of Native Americans. It was the single biggest genocide in history. Its not a statistical fraud. Anyone with eyes and ears knows that this was the single biggest race war and genocide in the history of the world.

Tienfei: We have talked about this 1 poll before. When there is only one system of govt and party the poll is almost moot point. The reason Wen Jiabao receive a positive rating is because he is perceived as cuddly teddy bear, China's soft side to the world solely due to economics of course.
