The police and swat units are under the branch called the Public Security Bureau which is similar to what regular police and SWAT forces are. These women are Chinese Special Forces personnel similar to Navy Seals and Green Berets. They are trained as assassins, and for counter-terrorism purposes and are deployed in extreme circumstances.
