Jonathan, I know nothing about underwater ammunition.

Hello Ira
As what I have known, China is the 4th country (others are Soviet Union, U.S. and Germany) to develop underwater ammunition for special forces' using. And it is interesting that China directly utilize the 5.8mm cartridge with steel darts.

I found a wiki link to the Russian ASM-DT Underwater Assault Rifle
which seems able to fire cartridges both under water + out of water.
Underwater, it's best to use a long smooth steel dart and a smooth barrel;
a rifled barrel is best out of water.
